Default Mandantory hunter registration at the Bighorn campsite

Anyone have any info on the new sign's at the Bighorn at Ya Ha Tinda? They say "mandatory Hunter Registration required" one sign points to the other and the other points to Sundre. I phoned fur and feathers in Rocky but they didn't seem to know anything about them. an old boy told Dad that he couldn't hunt there with out registration. I know that's not true but just wanting to clear up.

Maybe it refers to the ranch itself, which includes the Bighorn campground? The Ranch is private deeded land owned by Parks Canada so they could require that as a condition to hunt on the actual ranch property?
