I think you're going to find that a 12' Spey with either Skagit or Scandi is simply just too much rod for smaller streams,ie;the Liv or similar size flows.Considering that optimally to load your rod with either aproperly matched Scandi or Skagit head,the entire head needs to be outside of your rod tip or reasonably close to same,normally with a slight overhang of running line.So for a Skagit/Scandi 3 wt,your looking at probably 22-30' of head respectively.....add another 10-15' for tip/leader or just leader for Scandi....plus 12' rod length.....your looking at 50ish feet give or take from your feet to fly without shooting an inch of running line...meaning you'll need to be standing 50' upstream from any run or lie that you target.Sure you can choke up on the line and just dangle downstream what you need,but what's the point of using Spey outfit on such small streams when a SH rod is the far superior tool for the job?
Don't get me wrong,not trying to discourage you from 2H gear,I actually love using my spey rods where and when appropriate,but small flows and short game is not the place for them,you'll never get your head beyond the rod tip.I can fish smaller cutty/Brookie streams far more effectively and enjoyably with SH gear roll casting 20-50',and reserve the 2H stuff for larger rivers where casts are likely to be more between 50-100+ feet.
