Preferred Powder selection to achieve the above . I currently have IMR 4350 & H4831 sc on hand but hornady handbook 11 Th. Edition doesn't list these . Any info suggestions welcome .

My son has 1:11 twist and his accuracy is sub MOA at 500m. Your 1:10 is just as good or better.
His loads are 178g ELD-X OR ELD-MATCH with:
Imr 4064 60g
IMR 4350 70g
RL22 75g
With any of the above loads he is good. I prefer making his IMR 4350 loads because of the availability of that powder.
All 3 powders put him between 3000 and 3100fps
We havent recovered an ELD-X. Thru ribs, thru heart, thru ribs and gone.
****73.8g is the Hornady maximum for H4831 powder with your 178g ELD-X.
