It was a neighbor who found the cat on his property, not the owner...

Kinda like an old joke where a sad home owner asks a cop to put his terminally ill dog out of its misery and after much pleading the cop does the right thing only to find out it was actuallt=y the neighbor's barking nuisance dog.
