Handgun dispatch

The Honourable Mel Knight sent me a letter allowing trappers to use a handgun for dispatching animals. We still need the proper permits . Good Deal.

So I'm new to this ATC maybe you guys could help me clarify a few things. The gov' website says that it can be issued to a licensed trapper. I'm a licensed trapper but I do not have rights to a trapline. Would I qualify with a resident trapper license? It does not specify between resident and registered licensed trapper. What do you guys know?
