Default Need help with spotting scope

I'm hoping to get the benefit of the experience of members of this forum. I'm looking for a spotting scope to use at the range. I have a very limited budget for this purchase and there are few local retailers where I can try out different models.

Has anyone used the Herter's or Simmons scopes sold by Cabelas? If so, will they enable me to see .223 holes in paper targets at 100 yards? I know these instruments are bottom of the line, but they are in my price range.

I also realize that the standard advice is to save up until I can afford a decent scope, but that is not in the cards right now.

Thanks for any help you can give me.
