This doesn't really pass the reason-ability test because not all of the 1.5M are prohibited.
To get a slightly better number, looking at the buyback price list (

They budgeted 208M, at $1500/each that's roughly 140,000 firearms.
These numbers translate to a 8.2% compliance rate which may be more reasonable.
I wonder how long before crates of SKS's get smuggled in just so they can make money reselling them to the buyback - It's new Comrad, it has full cosmoline!
