Default What Is This Tool?

My brother has a habit of picking up very neat stuff at garage sales in Calgary. He recently gave me a box of stuff that he picked up, mainly for the old fishing lines and lures included. The box also had ice fishing stuff, hunting stuff and some woodworking tools. I know what everything is, except the item pictured here.

It is about 4 inches long, and about 1 inch in diameter. It consists of a wooden handle (looks to be maple) with a loose 1/4 inch diameter carbon steel rod wrapped in a thin carbon steel sheet metal holder. It reminds me of a skate sharpener for hollow grinding skates, except the one I had was a plastic holder with a grindstone rod fixed in it. I've asked around, and no one seems to know.

Any Ideas?

1st impression is maybe for waxing fly line? That looks like wax to me inside on the second picture.

My guess .... you put emery or sand paper in the slot, the pin holds it in place and if it has a handle it can be used for curves, 1/2 round or radius sanding.

The center piece is a 1/4" carbon steel rod, not wax.

I thought of sharpening, but it is a smooth carbon steel rod, not a grindstone or file. Even at that, it would tend to file things flat, not sharp.

Nederlager, I'm intrigued that you think it is a fishing hook remover; how does it work?

A handle for a scrapper you use to remove slight blemishes in furniture making. That's all I can think of, I've never seen one before but the picture looks like it would go a long way instead of holding the scrapper just in your hand.
