Traditionally Barge Cement has been suggested as the glue of choice but it is tough to find.
A decent glue I've used for over 40 years is Lepages Contact Cement. This is the regular kind that comes in a metal container.

Contact cement works great if you read the directions.

Buy the waterproof kind.
Took a while for some folks to figure that out.

Barge Cement will probably be the best. Make sure the boot in question is dry. The trick is to clamp the area tightly until the cement sets. I'd try a real heavy duty duct tape wrap-job. I've used the stuff for repairing soles on climbing shoes, and it works quite well. You can get it at MEC, if you are able to stomach shopping there.
