Phone the grazing reserve in question and ask them if they will allow it.

To answer my own question, the Argologist for that reserve replied to my enquiry and said that "Target shooting is not an approved activity on Public Land. So, unfortunately you won't be able to sight in your rifles on any PGR"
I'm trying to clarify if it is legal to sight in on provincial grazing reserves (PGR) such as Bow Island, or is it only legal to hunt there?

Taber has a great range 600 meters and only a ~ $100 bucks to join....Easy and cheaper then finding a spot in some field.
