No legal requirement for barrel length WRT waterfowl hunting.
The frirearm in question must fit within the parameters of a non restricted firearm as perscribed in the Firearms Act.
See here:

There is a upper gauge limit, there are non toxic shot requirements, but I've never heard of a minimum barrel lenght, outside of the Federal firearms classifications.

To add to Dick's post, if you are using a shorty like a Defender with an 8 shot tube, you'll need to plug it so it will only hold 3. No minimum barrel length.

To further clarify AbAngler. The mag must be plugged to only hold 2 shells.
The combination is for 3 total, magazine and chamber included.

a Short barrel is a loud barrel so be kind to your hunting partners and don't shoot too close to them
