Most stock to action screws on bolt action rifles that have either pillers or an aluminum bedding block 65 INCH pounds
Most bolt action rifles stocks that do not have pillers or bedding blocks 50 INCH pounds, the exceptions being Rugers, Mauser, and early M70s.

6x48 scope base screws 22 to 25 INCH pounds
8x40 scope base screws 35 INCH pounds
1/4" cross bolts like picatiiny style rings 65 INCH pounds
Scope ring screws that are 6x40 or 6x48 22 INCH pounds

These are all DRY torque values, this must be reduced by 10% if the screws are oiled or a locking compound is used.

The metric stuff no clue.

Question

Where does a guy get all of the torque info? Does every brand have different specs?

Alot is standard torque spec for the size and thread of a given fastener, referenced in "the machinists handbook" some values are dictated by the rifle manufacturer or the stock manufacturer in order to prevent stock crush, or to achieve what the maker considers optimum torque value.

Is it a "secret bible?" No
Most machine shop supply shops carry them, I have seen them at Princess Auto and Lee Valley Tools as well as House of Tools.
I would expect Chapters or any decent book shop could order it as well. Also likely available at any Tech Institute library or book store.
