Default puerto vallarta flyfishing help

Hey there, Taking the family to Mexico and I want to sneak in some fishing.

any help on:

A good shop,

What licensing is required,

Is there a river to hit or just the ocean.

What fly's for either,

Maybe a decent priced guide,

Would my 8 wt rod be ok to fish from the beach?

I just got back but was 1 hr North. Super easy bus ride ($2 cdn) if you are flexible. I would go to Punta de Mita. I can recommend a great guide. Both my wife and I did awesome with many big eyed jacks, Coco Nanos, and big Jack cravelle. Bait chuckers got skunked and were super jealous.
