Absolutely. Kids love shooting when it's painless. The biggest problem will be stopping them.

I learned to shoot on a .22
When I was 10, my grandad taught me to shoot on his custom heavy barrel 22 varminter, now known as a 22-250
Its a great cartridge to learn on.

I'm surprised how many on here are quick to recommend calibers without asking the size of the youngster and arms length. If it don't fit proper, it will never be great to shoot with no matter what caliber you choose. If you have a shooter that tips over at the slightest breeze, then sometimes less recoil is better. When my friends kid turned 13 he was over 220lbs and around 6' high, and could strongarm quite large calibers, while my daughter at 13 is less than half of his weight. Different suggestions for each shooter.

If you read the the thread you will see that the OP is looking for a Center fire rifle not a 22- his boy already shoots a .22
