My dad was diagnosed with Parkinsons a few years back and can no longer draw 40Ibs, his doctor specified this as well as the fact that there is no rehab or medication that would allow him this ability again in the future. He got his crossbow permits. I would guess that they would say a crushed hand is something that can be rehabilitated, unless it is bad enough that your doctor will state otherwise.

Exclamation cross bow

I have a crossbow permit the key is the injury has to be perminant and keep you from drawing a bow
