No. Start with that answer and then slowly back into "sometimes". Gambling is illegal in the United States. A State has the right to gamble or create a lottery ONLY within its borders. When a game or information about a game cross a state line, or the national border, then it falls into federal jurisdiction. So, some lotteries do sell TO THEIR RESIDENTS through the Internet but not across their state line. Powerball tickets can only legally be purchased at a state lottery sales terminal in the lottery jurisdictions that sells the Powerball game. A lottery can also legally sell tickets on the Internet, but only to persons within its own state. No one can sell lottery tickets by mail or over the Internet across state lines or the U.S. national border. No one except the lottery or their licensed retailers can sell a lottery ticket. No one. Not even us. No one. No, not even that web site. Or that one. You really don't need to send me questions about a specific site. None of them can legally sell lottery tickets across a state border or the U.S. border. No.
Law prevent the SALE (exchange of consideration) of any interest in the outcome of a gambling event. If you are not buying from a licensed retailer in teh state or from the state lottery site (within the borders of that state), then you should not expect to be able to collect your prize. There are no regulations of websites that claim to sell tickets or to sell you a "service" to buy and hold tickets for you. Many lotteries believe that they would violated state and federal laws is they paid on those tickets purchased (if actually purchased) by an unlicensed reseller.
You can legally travel to another state, buy a ticket, and bring it back to your home state (at least I believe that no state now has a law forbidding the possession of a lottery).

CAN A NON-RESIDENT WIN POWERBALL?
If you legally purchase a Powerball ticket, you can play the game and you can collect prizes. You do not have to be a citizen or a resident to play the game. You can be a tourist. That said, some states do have rules that seem to imply that a winner must produce evidence of citizenship or a federal SSN, but there are other ways to hold back taxes for a winner who does not have a U.S. SSN. Occasionally, some state lawmaker talks about limiting wins to U.S. citizens, but no laws have passed so far.

Not buying a ticket, but if I did and managed to win - almost all the money would go to the children's hospitals and Ronald MacDonald House. Pretty much the same charities I support now.
Oh, and maybe some land for Ducks Unlimited too.

Not me. I wouldn't even clean up my tools if I was in the middle of a big job. I drop whatever was in my hands, stand up and say "SEEYA!!" and out the door I'd go. I'd buy the biggest tile company and say..."go finish that job and don't charge the customer"

I'd create some jobs....and I'd like to do what I could to eradicate poverty where I live...I would never want to hear of an elderly person going without meds or food ever again in my life. I'd hire more teachers for our local school, and build a high school so the kids around here wouldn't have to ride the bus so far....and we would have a medical center...it would be fun and would keep me busy for the rest of my life. OH, and I'd buy myself a Sako Carbonlite...

I bet that being so wealthy and highly publicized by the press would qualify one for an elusive Canadian CCW permit though! One would possibly even need a security detail, I know just the fellows for that; neither need a weapon to take down multiple opponents, but CCW would help against attackers who are armed. It would only be prudent to sponsor a massive crew of armed guards province-wide so as to allow holidays and off time and such... Should cover 50 new CCW permits

Wish they would do better than lump a huge amount of money like this onto one winner. It would sure be nice to see 900 Million dollar winners instead. My 2 cents.
What I would do it buy a bigger house, an extra truck or 2 and book some hunts lol Funny thing is i wouldn't quit my job just yet

Looks like the after-tax take home is now $1.327 billion Canadian (1.5 billion US becoming 930 Million US after tax). My sister sent me the pic of my ticket this morning
Think of the Beverly Hillbillies plotline possibilities with all of the bankers that would now be the winners new best friend . The winner will need a new unlisted phone # and potentially even a security detail. Winning 10 million would probably be way less stressful.

I sure wish I would win something like that, but in all honesty I think lotto jackpot should stop at about 1 million, and then split it to many winners. They would help a lot more the economy with 2800 people winning 1/2 million instead of 1 man winning 1.4 billion.

I'd fly to the first warm country I could find a plane ticket for, party hard for a week or so then phone the wife and tell her we won.

Lotteries go to great lengths to ensure that anyone with a possible share of the prize is identified prior to releasing the funds. My wife was part of the team that would do this for the WCLC for over a decade; if there's any doubt, funds are withheld until that doubt is cleared up. Sometimes people try to get a divorce before they cash their ticket that the spouse doesn't know about and that never works out in their favor. This also goes for office pools or groups, but the spouse is the most common to check for.

That is just crazy crazy crazy money. There aren't many people that could handle that kind of wealth and power. You instantly become one of the wealthiest people on the planet. That will come with ALOT of pressure. Your life is likely to become a circus of charity events and lawsuits from anyone trying to get a piece. A few years of that would likely have many longing for the simpler days.
Any big sum +10mm and I'm buying a 75' yacht and sailing the rest of my days away. Alaska to SA. I'll keep a motorhome for when I feel like a lake excursion or some golf I'm sure I can convince the wife...

There has been no commercial fishing of big game fish off the Somali coast in over 25 years. Stocks of marlin, tuna and swordfish are at an all time high.
The yacht I would buy would come with a military escort. I would catch and release except for dinner. I would buy a fishing licence from the governments.
It would be swell.

buy my parents a log home built by pioneer. as well then my brother. pay off my sisters house. and then me. new trucks for everyone. buy some guns, maybe open up a gun shop back home, then after everyones happy maybe a little investment then the rest goes to infrastructure in my home town without my name on any plaque or commemoration.

That's way too much money. I'd make sure my parents, brother, nephew, and nieces were very well taken care of; would give several hundred million to some really great charitable organizations; and then buy a mountain and live in a cave for the rest of my natural life.
