Key words here, "why don't we hire".
If the "we" are you and I or extend that to a Govt, official then what does any of us know about what a good manager looks like. So we as operators of the biggest business in the country (health care) can keep the goods and services coming.
Maybe if we get good at it we can get into making cars or growing wheat like the USSR has already tried and failed.
