Sorry, I'm an old guy, not familuar with the meaning of twofer in this context? The only twofer I am familiar with is hitting two gophers with one shot. 
So what was the PM saying?

I believe he was making a derogatory remark based on Jamil’s ethnic background and his cancer survivor status?
