Default Who installs the roof vent?

Question for the trades guys.
Who installs the roof vent for a bathroom fan? The roofing guys, plumbers, or heating guys?
The reason I ask is I'm getting a lot of traffic noise through the bathroom vent because of proximity to a freeway.
I went up on the roof and noticed the vent has no damper of any sort on it.
From what I've looked at online the vent should have a damper but not sure if I got the bargain basement vent or if that's what is mostly used.
I'm thinking the extra damper might cut out some of the noise.
It's like the vent is funneling the noise directly into the bathroom as it is and I need to correct this as some days its brutal.
If anyone has any suggestions I'm all ears. Pardon the pun.

Then roofers usually install the vent part when shingling the roof and the plumbers or electricians would tie the fan in and run the hose portion to bring it all together.

The roofers install the vent with the shingles, tin bashers run the flexible pipe to the bathroom, and the electricians Install the fan/box

St. Nick up north of 510 runs a special from Dec. 24th - 26th. in Dec.

the baffle or "flap" is usually in the flex pipe about a foot from the fan, you can usually hear them banging during wind storms. I usually duct tape a washer to the lower part of the flap to stop the noise. no house that I have had has had anything on the outlet on the roof. I have thought about trying something like a dryer vent though.

In my place there's two (2) baffle flaps for each exhaust fan. One close to the fan, and one at the roof vent.

With two baffle flaps, little to no noise gets through

Thanks Guys.
I guess there's no code or standard here for these and it's whatever goes.
It does look like home depot and Lowes stock a couple of different ones with dampers so I'll give one a try to see if it helps.
