I have no experience hunting sheep so I wouldn't pull the trigger, but they both look like they could be right on the line to me. Slightly different angle and a guy could argue it would be a better profile and be legal. Those situations are exactly why I'd only shoot what is more certain because I don't want to ruin future hunting by taking a close one I shouldn't have in my inexperience.
I'll put it this way:
I wouldn't shoot but if a guy posted a pic on here with one down like those two pics I wouldn't be able to argue against it and I'd assume f&w agreed.
I hope you get some responses then chime in with your thoughts as you presumably saw more of these rams and have a bunch of experience
Edit: the more I look the more I think the second one makes full curl and the more uncertain I am of the first. Head needs to turn nose slightly further away from camera on 2nd. 1st needs to turn nose toward

I'm calling borderline. I wouldn't pull the trigger on either based only on these two pictures.

I think another interesting conversation would revolve around the age of the two rams.
Let's assume the first isn't full curl but the second one is...
Are they different ages and is the full curl system doing what it's supposed to?

The picture is tough to count annuli rings. The bottom one I'm guessing 8-10? years old, looked again tough to make out rings. Also, these Rams very well could be in a zone where there is no full curl requirement.

top - very close and likely just makes it
bottom - full curl plus a bit

Both nice rams.
Top one would need a closer inspection but the bottom ones is a go.

Top one is close ( much better ram than the bottom one) and the bottom is probly legal but im not crazy about the picture angle

Although close, it's to close to be sure when viewed at that angle. To be sure, and not make an example of yourself and loose your Ram, inclusive of a hefty fine, keep passing till it's very obvious ........ Yes it hurts, but 9 trips over a 12 year period makes what was my first ram even more special. I know I passed on many what appeared to be legal Rams, but couldn't be sure because of angle. When age and heavy brooming come into play, counting annuli, you best be absolutely positive cause false annuli can fool you too. Bringing embarrassment and shame. ....... Or, you take your chances.
Both nice Rams though.

Both rams are fairly young guys. This is a 4/5ths zone but had me thinking it would be a good test for some of you to start thinking before the season starts. Wish I had more pics. The bottom ram was legal for sure. The top I didn't even look long enough to question it as it's a 4/5ths zone and never thought of it till now. Looking back I think he would have been real close and most likely good but again I don't really know 100%. I was looking down at him at about a 25 degree angle.

With the top one turned too far to the right for profile, I'm pretty sure he is short.
The second one looks like he would be full curl. My $0.02.
