I have seen a couple of posters with "banned" in small letters under their name (like where yours says "administrator" or BrownBear416 and under his it says
"Moderator"). Does this mean they are actually banned or is it something that they, themselves, have added?

You can still see banned members usernames. They will have "Banned: beneath them.
These people cannot post and only exist is the historical content of AO
Fogive me, but I well up over this topic.....

Not so, just as a hacker can hide his IP, many people have the ability to track spoof IP's back to the source, for a nominal fee. Anyone making threats for example can be very easily searched out.

Not strictly true (I work in the industry).
If you want anonymity, it's out there - and I'm not talking about silly proxies or anonymizer websites. There are free solutions out there that can't be traced or tracked by even governments and intelligence agencies.
It's almost certainly not what these script-kiddies are using. They are just using plain old proxies and anonymizers.
