Elk are vocal creatures bulls will bugle well into winter I have heard them late Dec.
Now will a bull come charging in wanting a fight like in September no but that behaviour will continue into mid October however.

I shot a bull on nov 23rd. one year, that came in bugling to a cow call. I've heard elk bugle every month of the year. But it's still on right now.

We called in a big herd bull three times in the last week and arrowed him last night. There were bulls bugling all over the place at last light.
To be honest the last week they've been the most vocal in our area

I am no elk pro but the most aggressive rutting and bugling I have ever seen has been in the first week of October, right up to thanksgiving.
