I am not sure when to make your own but I know last 10 days maybe more I have seen a ton of fresh scrapes in mule/moose areas. I tried scraping a shed on some branches while watching a buck in the distance. He looked over didn't run off or come closer. Didn't seem interested at all.

Over the years I've noticed that animals do not read clocks or calenders.
And although it's true that most follow a fairly predictable pattern for many aspects of their lives, they don't live by rigid rules.

I've seen Deer breeding in February. I've called Moose through to the end of November. And I've seen both Moose and Deer in velvet in December and with clean racks in August.

Based on that I would make my scrapes a bit before I anticipated the first Bucks would do so.
My theory is; and it is just a theory; is that if I get scrapes out before the Bucks really start I'll have less competition from real buck scrapes and I might get more attention from the does which would of course draw in bucks to my scrape.

I've never really been able to do a proper test on my theory because I don't usually hunt the rut. But I'm pretty sure it wouldn't do any harm.

Right now is a good time to make one, then they will hit it up for the next two months.

as soon as the trailcamera is on it, I make it fresher right then and usually add some 'purified Timmies custom gold mix', to 'kick start' the 2014 scrape program.
everything stops to check out the 'double-double' program and get there picture took in the process.

I have done it in mid October for fun, used buck bomb around it, had a little buck walk right up to it sniff around, paw the ground and then move on, if he was on the hit list a arrow would have been sent.
