Default Quick sheep draw question

So my brother in law from BC wants me to put in for a sheep draw for him. I have done the hunter host thing for a couple other friends years ago for deer but never sheep. The draw regs say you can have one NR per Res. except for sheep. Can he put in on his own then? I really don't want to have to pack him up a mountain.
Any guidance would be appreciated

Pretty sure non residents can't apply for sheep

He can apply on his own, but will need a host with him to hunt,
342 applicants last year and 2 tags. You can do the math.
How old are you guys?

I figured it out. HE went in and applied on his own and got it done. I told him it would be a long wait.
I wouldn't go but he is a fanatical sheep hunter. Stones, Dalls deserts he has them all. He just loves doing it and hasn't hunted Alberta before.
I'm sure he would hire a guide so that is probably his best route just to get the tag through the guide.
