For an axis, it would be getting close. But you'd have one helluva barrel if you went that route. So you'd end up with much more rifle in the end, if anything else wasn't worn out.
There's all sorts of things you can get for a Savage, much of which you can mount yourself. It's really a cult product, sort of like Volquartsen or Ruger 10/22. Tons of add-ons available. All a little ridiculous though, because in the Savage case you're getting a receiver which is almost like shot-peened pot metal, with a floating-head bolt out of the same stuff and a goofy trigger. In the Ruger case, it's just a 22 cartridge fer crissakes. But whatever. There's people who will sink a fortune into customizing a VW van too.
The advantage is you can add on better components over time as you can afford them, from new bolt to trigger, barrel, stock, sights, etc and tweak everything. If I started a new small-caliber build at this point I'd go directly into a Barnard or 3-lug Bat Machine with Jewell trig, Rock Creek bbl & Master Class Highpower Prone stock or whatever. But sometimes a well-built Savage with Mystic & Basix parts can give any full custom a run for its money, so to speak.
