Ive used CIPP (Cured In Place) liner in clay tile sewer line refurbishments before and works great.
You use the old pipe as structural but the new liner will be just like a plastic resin pipe than forms to the inside of the concrete pipe. You dont lose much of the diameter but better and seamless, low friction pipe after.
I can feel the dilemma with this though as the immediate urgency.
Above ground pipe makes sense.
Common sense wont apply here because it is too political now.

Heard they haven’t fully surveyed the whole pipeline stretch. There could still be additional problems.

Sounds to me like Green Line money and bike lane money should be moved towards updating the water system.

Except the.problem is the actual structure. So the only way that would work is to place a pipe with a smaller OD than the current cement one and be done with it. Yes , there would be an air gap around it, and you would loose capacity, but I suspect we'll be having issues with this for the next 10 years, judging by all the reports on the identical stuff used in the states.. whatever "stop gap" solution is a ticking water bomb .

Gondek was deep in the hole long before this whole debacle; there isn't a single incentive for her to keep these restrictions in place a second longer than they need to be. If anything, it's worse for her. The whole 'manufactured' thing is just a hangover from Covid, nothing else. And I don't blame people for feeling that way at all.
