Technically if he is under the age of 18 he does not require id to board an aircraft (within Canada). That being said, if he looks older (looks close to 18 or older), it may be prudent to bring id with him.
It's 1 piece of government issue photo id OR 2 pieces of non photo government issue id are accepted (fishing or hunting license, (not all) social insurance cards (but some are), temporary drivers licenses are all not accepted). The key is any id has to be government issue (healthcare card & birth certificate are best).
