Question Draw application. Sooner The Better?

Hey
So I'm hoping to go out hunting this year, for the first time. Well I've been out hunting but just tagged along. Anyways, my uncle is going to mentor me if I get a tag. I've just gotten a priority for antlered Elk and Moose this year, and I'm only hoping to go for a deer.
Now my question is, does it matter if I apply for the draw early or later, in terms of my chances of getting awarded? I'd assume it doesn't, but I can't find anything that states it.
June 2, 2015 9:00 am to June 25, 2015 11:59 pm is the length of time I can apply, and I'm only wanting to wait to talk to my uncle to ask him what WMU I should apply for. Which might take a week or so since he's out of town.

I had also heard that some people figured this out and got the tags a couple years in a row. No first hand knowledge of this, just what i had heard. Been fixed for a few years now and is actually a "lottery".

I might be mistaken, but I think it was the 438 sheep draw. Same guys got it 2 years in a row.....

I wonder what the trick was. Submitting 438 draw at 00:00.01 on the first second it's open. He knew something that's for sure. He hasn't posted in awhile hope all is well. I still watch his shows non the less. He damn near makes me get a Argo every time I watch them.
