I would run through all these steps.....

-Make sure scope bases are tight and the screws have had something like loctite put on them.

-Make sure scope rings are tight. maybe get them lapped.

-Make sure the action is tight in the stock. Not loose and moving around.

-If you suspect it is copper fouling ,which can rob you of accuracy, give the bore a good cleaning.

-Maybe try different types of ammo

These are the steps I use when something is wonky with one of my guns or a buddies. Most of the time it works. If it doesn't I take the gun to a gunsmith.

i am absolutely 100% convinced that an extremely dirty rifle is to blame!

please buy this stuff to start and throw out your bore snake

first i use hoppes no 9 to take out powder then wipeout or butches or cr10 or sweets to take out copper.

repeat until patches come out CLEAN!

when you buy patches look for cotton. they clean much faster and are more absorbent than the other cheapo ones

check the fouled barrel threads on here. my wife's barrel looked spotless, but the barrel looked dirty after soaking in coppermelt ovenight, 4 cleanings in 4 days brought it down from 12"@100yds to 7/16"@100yds. moly coat was to blame after switching back to copper jackets rounds. they say the coppermelt is harmful on the barrel, but it brought our accuracy back.
