The problem still exits because the law is likely not enforced. We need to see enforcement of this law including stringent fines for breaking the law. When hunters trespass they often get a $2000 fine plus further penalty such as loss of licence.
The fines and likley prosecution would act as the deterent, as it is supposed to be in regard to any law.
So the trapper needs not be restricted, the trapper is not the problem.
