No "Best" available
Every region has their super bucks in it, just some better than others. Are you just looking for quick tags (every 2-3 years) or willing to wait out the 6-8 years for a real premium area?
I would look at all the factors for what you personally call "best". If you're happy with a 160-170 type mule deer, I would say there is likely a few select deer in every zone. If you are looking for a real "gagger" you have to be willing to wait the necessary draw wait. Some great areas in the river areas in the 130's zones or 160's. The 150's have always produced decent to awesome deer. Guys that consistently take big deer every year, are guys that scout and hunt these areas relentlessly. Shed hunting, using trail cams, and basically getting out and burning boot leather will find some decent deer. As mentioned, access is critical.
