I'm in the process of finding this out, because I'm with you.
On a side note, I was told that moose went to draw only in the 500 zones for archery because they found archery was responsible for over 18% of the total harvest. I'm going to be really interested in finding out what percentage of the harvest is taken during archery this fall now that archery is draw only. 32 tags available in my zone by draw, 64 total taken last year and the moose population is still on a steady incline. Now they have taken away the archery hunt, it's obvious that population numbers have nothing to do with their laws.
I think there is something fishy going on with the players in the system and I am searching for answers. I have been in contact with a few people so far, all are beating around the bush and not willing to directly answer my questions, mostly giving a vague response but not committing to hard numbers. I am making progress however, and I'm going to keep pressing until they give me the numbers they are working with. If they can't come up with the actual numbers, we have a problem.
