They sell the shotgun so there is no reason they can't get parts. even if they have to order them in. They are also the only warranty repair outlet. I would talk to them on the phone and press the issue, sounds like someone being lazy to me. Your other choice is to go direct to Baikal and if it was me I would be complaining about their Canadian distributor when I was talking to them.
You could also try some of their other country distributors that are listed on their website, I doubt you will find someone in Canada with parts and the U.S. doesn't allow Baikal into the country.
