Default Youth Partner Licenses

So I've spent a few hours reading the regs and other sources as I can find but there's no mention on how exactly I buy the $12 youth partner wildlife certificate for my son (just for game birds for now). I've signed him up with a new WIN number but in his RELM there's no option to purchase the youth certificate, nor is there an option in my RELM login. I also can not find anything stating if they need to pass the hunter certification course to be able to use this partner certificate.

And before anyone quotes the regs, this is what is stated:
Subject to the age limitations and conditions above, a resident 10 to 17 years of age may purchase a Resident Youth Wildlife Certificate, including a Game Bird Licence, for $12.00.

Is this something I need to purchase in person somewhere?

The holder needs to pass the first time hunter course to purchase any hunting license, including a youth license. The system won't show the option to purchase licenses, unless the person is eligible to purchase them. Partner tags are meant to allow a person to fill someone else's tag, if there is no tag, there is no partner license.
