Gun wash ( paint thinner) for the metal parts and 99% isopropl alcohol and a stiff toothbrush for the plastic parts. It will take a little bit of elbow grease but it will wipe off. If they clear coated the krylon you may need to lightly sand that off for the alcohol to begin dissolving the paint. If sanded for the base coat then you might not be able remove those scratches depending on how deep they went.
