My loading room is a insulated(not always heated) room I framed into my detached shop.
I have a electric heater I turn on when loading in winter and I run a dehumidifier from spring to fall. I have never had an issue with powder being stored there but I tend to use my powder supplies fairly quickly. There's probably a few pounds that have been there 3-4 years and it's still good.
