This is a great idea. I think all prisons should be work camps where you work for extras just above what’s needed to survive. Work 12 hours, get a credit. Use credits to buy extras. Hot shower, warm meal, mattress, books=credits. Even if it won’t save a pile of money at least some might learn some skills or how to put in a days work.
