I realise they above link is out of stock, but I'm fairly certain P&D has the same pricing. It's within the stated $4-600 budget. Yes, a CDS dial will add something to the price.
The thing is, Leupold has dropped their prices recently, so you'll be unlikely to find a slightly used VX-3 for much less than this.
