Short answer: Of course you can.
We do it all the time.
Did so when guiding (was boarded, they saw it, zero comments).
Do so while commercial trolling (again, same same).
And do so while pleasure fishing for my own.
Even have had them board with a revolver laying on the galley table - slightly raised eyebrow, no comment.
