The BC regs don't rule out any particular rods but have essentially limited the delivery method to a fly rod by definition. It would be tough to deliver a fly on a non-fly rod if following the definitions below. I guess one could rip out line by hand and let it float downstream.
fly fishing … angling with a line to which only

to the line when fishing is restricted to "fly
fishing only”).
artificial fly … a single-pointed hook that is
dressed only with fur, feathers, hair, textiles,
tinsel and/or wire, and to which no external

is not permitted. Where gear is restricted
to artificial flies, floats and sinkers may
be attached to the line. Where areas are
restricted to “fly fish only” floats and sinkers
may not be attached to the line or fly.
