Has y2y then infiltrated srd to the point they are dictating policy from within?!if that is the case it is something that needs to be addressed from the political level. I would suggest that it may be a combination of the two, Phillips is a huge y2y supporter so it stands to reason that there would be a correlation with why these have just recently popped up
