You can't use the test rate, because it's unreliable. You need to use total population to get your numbers. Most of the population in hard hit states have probably been exposed to the virus now, and built partial immunity. So take the total population of a hard hit state and use their death rate to get your numbers. Using this method gives consistent results which will give you predictable numbers for our worst case scenario.
