Sounds like our highway department. Forecast is a snow storm for the 2 weeks prior to day X. Storm hits, nobody is on shift and all regular employees are out of town. No plows on a single truck or sand loaded. Shut the highway down which is a major route for interstate commerce because of the number of spun out semis/slide offs. After several hours we get a seasonal plow driver who try his best doesn't know what they're doing and by that time it's too late for one truck to get caught up with the storm. Yep every year!
