The way it works, the municipality decides how much it is going to spend (that is the problem) and then calculates the total value of all the assessable properties in the municipality, divides one into the other and gets a mill rate. It is a zero sum game.

People come to appeal their assessment and are thrilled when they get a $3,000 reduction, remember it is $3K on the assessment NOT the taxes. The tax reduction may be $5.00 and you have to appeal every year.

Keep your eye on the ball it is the spending that you have to watch.
