Doesn't sound to me like "someone stole" it.
Perhaps, if it fell out on the road, no-one saw it or perhaps they did, but it had been driven over (happened to a fly reel of mine that ended up on the road due to
my carelessness). I wouldn't be jumping to the conclusion that "they just kept it".
