I fly fish year round my friend. Winter fly fishing has been some of the most rewarding experiences I've had; no people, fish still bite, and when they are not biting the surroundings are beautiful.
Your guides will freeze up! Best solution? chip off the ice with your gloves and keep at it. Fish are scarce, but when you tie into a big one in the middle of winter there is no better feeling!
I use nymphs in the winter and I stick to them all winter long.
As for areas to fish in that country? I am not sure.
