All good points, but there's no need to 'resurrect' Rural Crime Watch (a.k.a. Range Patrol). It's alive and well, in many areas.
Before trying to create an amature cop force, time should be spent as a Rural Crime Watch / Range Patrol volunteer. They do a lot of good, and there's lots to be learned there -
