A long time ago I remember they used to list Fish Creek separately but it has disappeared off the regulations and the new regulations for the Bow River specifically does NOT mention tributaries so technically it falls under the general ES1 regulations.
I have a feeling that might have been an oversight but the "includes tributaries" portion was removed starting in the 2017 regulations so they've had 3 years to correct it if it was wrong....
