So I am a few days ahead of my hunting trip and I am coming back from the gun store with new rifle and ammo. I get stopped and I have no license. I can get a fine because I had intent? Or I am travelling down the road to pick up a friend to go hunting the morning but we haven’t purchased our licenses yet or left them at another house. Still intent?
