40% works great. After a light simmer(about an hour), i add baking soda and some curing salt to water. Any flesh peels right off and you have a clean bone to work with. After i mix an emulsion with 40% peroxide. Apply with a brush and let it dry out. After about 6 hours i'll rinse it and apply new coat. 2-3 coats is plenty.

I never do whole skulls, i cut em an inch behind antler and right accross eye sockets then i square it off on bottom. This way i'm fairly confident no flesh is left on the skull.

Might not be to everyones taste but i like it.
